Experience

As Deputy Secretary of State since 2015, I have overseen all operations of our small but mighty state agency that provides a wide range of services touching the lives of each and every Vermonter. I hope that Vermonters will see that my experience, work ethic, and passion for service are what set me apart. Here are some of my current responsibilities and a few of the things I am most proud of:

Experience 

  • 25 years of service to Vermont in the Secretary of State's Office:

    • 7 as Deputy Secretary of State

    • 10 as Director of the Office of Professional Regulation

    • 8 as Staff Attorney

  • Supervise the Division Directors and Managers for:

    • Elections

    • Corporations

    • Office of Professional Regulation 

    • Vermont State Archives and Records Administration

    • Administrative Services

    • IT, HR, Budget, Municipal Assistance, Safe at Home Program

  • Lead the office legislative agenda, communications, and public relations

  • Oversee Administrative Procedures unit and all state rules filings

  • Records Officer for the entire agency

Achievements

  • Largest expansion of voting access with historic vote by mail bill

  • Ran a successful 2020 election during a pandemic

  • Enabled record voter turnout in 2020

  • Helped pass various groundbreaking election access reforms:

    • Election Day Registration

    • Automatic Voter Registration 

    • Vote by Mail

  • Helped Vermont's elections achieve top 3 rankings in the last two MIT EPI Ratings

  • Transitioned 80 staff to remote work in a few days without a drop in service

  • Business Portal champion - revived the business-friendly project that had been at a standstill for years 

  • Ethics Commission champion - helping lead to its creation

  • Biennial Transparency Tours with Secretary Condos promoting open government to hundreds across the state

  • Daily assistance to citizens and public bodies on the open meeting law and public records act

  • Created the office communications plan and social media accounts

  • One of the first state agencies to put services online (OPR 2009)

  • Supreme Court public records brief supporting ACLU in case to obtain body cam footage

  • Rebuked Justice Kavanaugh and got him to change his Supreme Court opinion incorrectly citing VT election law

  • Helped fight off the Trump Commission on Election Integrity’s grab for personal voter data

  • Created a model professional regulation system

    • National expert and speaker

    • White House commendations (Obama and Trump)

    • Cut red tape for professional licensure

    • Improved military and spouse licensure process for credit

    • Initiated Fast-Track licensing from other states to promote workforce development

    • Second Chance determinations for those with criminal convictions

  • Led support for the 2022 Legislative Apportionment Board

  • Modernized the Administrative Procedures Act

  • Modernized Notary Public law and practice

  • Created elections incident response plan 

  • Law Enforcement coordinator for elections Issues
